Everytime i open minecraft it downloads native launcher

My minecraft launcher, version updates itself every time I launch minecraft. First it downloads like 40MB of data, then downloads native files or smth, and then launches. I'm trying to download this mod for a game called minecraft. It involves opening a jar file to begin the installation, but everytime i click on the jar file it comes up with this message: The Java JAR file "YOGBOX bltadwin.ru" could not be launched. Well I have downloaded Technic many times and never have I been able to get anything playable to open. I'm stuck on the launcher and all it does is say 'loading' on all the modpacks. The ones that are meant to be there automatically aren't even there. Then when I use my scroll wheel everything then says 'Add new modpack' and right below 'OFFLINE'. Hello all! I just installed the new minecraft launcher through the xbox app on Windows Only thing is every time i launch it, its like it resets.
